Cardiff University Kazakhstan is seeking an experienced and proactive Director of Infrastructure and Services Department to lead the University's infrastructure, facilities, and operational support functions. About the Role
Reporting to the Chief Operating Officer, the Director of Infrastructure and Services Department will be responsible for the effective management of the University's infrastructure, facilities operations, and support services. The successful candidate will oversee the day-to-day operation of leased premises, coordinate service providers and contractors, and ensure compliance with health, safety, and regulatory requirements while maintaining high service standards.

Key Responsibilities
Lead and manage the Infrastructure and Services Department, setting priorities and overseeing departmental operations.
Ensure the effective operation, maintenance, and servicing of the University's leased buildings and facilities.
Coordinate with landlords, building management, contractors, and service providers regarding maintenance, repairs, and operational matters.
Monitor compliance with lease agreements relating to facilities management and technical services.
Oversee health and safety, fire safety, and sanitary compliance across University premises.
Manage operational responses to maintenance issues, incidents, and emergencies.
Plan departmental budgets and identify infrastructure, equipment, and service requirements.
Monitor contractor performance and ensure the delivery of high-quality services.
Prepare departmental reports and maintain accurate operational records.
Collaborate with academic and professional services departments to support the University's operational needs.
Liaise with colleagues at Cardiff University on infrastructure and facilities-related matters.
Deliver or coordinate health and safety briefings where required.
Undertake other duties appropriate to the role.
Essential Criteria
Higher education qualification in Engineering, Technical Management, Facilities Management, Business Administration, or another relevant discipline.
At least 5 years of relevant professional experience, including 3 years in a management position.
Strong experience in facilities management, infrastructure operations, or technical services.
Knowledge of health and safety, fire safety, and facilities management legislation.
Experience managing contractors, suppliers, and service agreements.
Experience in budgeting, procurement, and contract management.
Excellent organisational, leadership, and problem-solving skills.
Ability to manage multiple priorities in a dynamic environment.
Proficiency in Kazakh and Russian.
Preferred English language proficiency at B2 level or above.
Desirable
Experience working in higher education or another complex institutional environment.
Experience managing leased facilities and coordinating with landlords or property management companies.
